In a March 15th Bloomberg View article, CSPC Fellow James Kitfield discussed the utility of placing a 'tripwire' in Ukraine to act as a deterrent against Russian aggression, demonstrated by their recent annexation of Crimea. In the two historical examples of 'tripwires' that Kitfield mentions - Kosovo in 1999 and Georgia in 2008 - the probability of war with the West did deter Russia from escalating the conflict.
