The Biden Administration's Geopolitical Tightrope
In year two of a global pandemic, evidence continues to mount that a period of historic global instability and economic disruption has exacerbated major power tensions that are veering dangerously towards confrontation and potential conflict. Over the past year-and-a-half, thanks to the support of the Carnegie Corporation of New York, the Richard Lounsbery Foundation, and the Nuclear Threat Initiative, the Center for the Study of the Presidency & Congress has convened a network of Russia and arms control experts alongside its own discussions with Members of Congress and their staff as well as open-source research of U.S., Russian, and Chinese strategic posture. From these discussions we find a tenuous strategic environment, yet one where Congress can continue to play its important role in fostering arms control and strategic stability
